I got this idea from the Lego Marvel Super Heroes game. In order to unlock Moon Knight you have to do certain actions in a level whose principal villain is Electro.
In this scenario, Electro is out terrorizing a woman on the street. He opens a fire hydrant and electrifies the water. Moon Knight is here to save her.

Knock down the light pole to get safe access to Electro while the woman escapes. Electro comes with lightning and Moon Knight comes with a boomerang(pictured at top).
