This set is based on a scene in the Avengers Assemble episode "Super-Adaptoid".
It includes minifigures Captain America, Thor, and Super-Adaptoid.
The set is just a small building that has a window breaking function for Thor or the Super-Adaptoid to fly through. I don't have anything on the inside, but it may be a sort of office building with a desk and computer to add more pieces to it. It may even be altered to make it an iconic company building like ROXXON. The Super-Adaptoid has a version of Thor's Hammer and Cap's Shield.
