I don't remember there ever was a Lego city cemetery, so here it is.
It is based on french graveyards, it is a regular, non-haunted graveyard, there are no skeletons and tombs don't open.
The set features 4 tombs, a mausoleum, a row of trees for the background, a gate, a house for the guardian and a water point.
Minifigs should include the guardian, some visitors, maybe a gardener. Accessories for taking care of the cemetery can be added.
Stickers could be used for making the epitaphs.
