As with other terrain sets it would be up to the builder to place the various features where they want them. 4 minifigures are included. 1 phase 1 clone trooper, 1 B1 battle droid, 1 rebel trooper, and 1 storm trooper. You could buy more than one and build even bigger battles and landscapes.
